NATURE OF WORK:
This is a highly responsible professional and administrative position in the Transportation, Traffic and Parking Department of the City of New Haven. Work involves assisting the director with the day-to-day activities of the department, which includes professional, technical, customer service and operating divisions. Work is performed under the supervision of the Director and is reviewed through meetings and evaluation of results. The position requires a high level of independent judgment and creative problem-solving ability.
MINIMUM REQUIREMENTS:
Graduation from an accredited four year college or university, with major course work in general or transportation-specific planning, general or specific business, public administration, and no less than three (3) years of experience which demonstrates the knowledge, skills and abilities to perform the aforementioned work. Requirements also including but not limited to: Thorough knowledge and competency in word processing, spreadsheet management and database development / management; Knowledge of the principles and practices of public administration, government finance and accounting; Knowledge of federal, state and local laws and regulations with particular emphasis on local public administration; Demonstrated experience in record keeping and program management; Demonstrated ability to prepare and present reports (both orally and written) in clear and concise fashion.

Nelson\Nygaard Consulting Associates seeks a highly organized and motivated Proposal Coordinator for its San Francisco office. This is an outstanding opportunity for the right person to become involved in building Nelson\Nygaard 's practice, which is focused on multimodal transportation planning for livable communities. Nelson\Nygaard 's work emphasizes creative, innovative transit/transportation planning and community involvement, often within a wider set of goals such as economic development and reduced dependence on the private automobile. The Proposal Coordinator will work under the direct supervision of the Marketing Manager.
Responsibilities
The Proposal Coordinator has one primary function and several secondary functions.
The primary function for the Proposal Coordinator is to prepare proposal responses - Under the supervision of the Marketing Manager, the Proposal Coordinator will develop all non-scope related content; cover letters, firm introduction, references, staff cameos, and resumes. Because each proposal needs to be written to the specific topic of that RFP, the Proposal Coordinator must exhibit excellent writing and organizational skills. Proposals are typically prepared in MS Word so excellent Word skills are a requirement.
Secondary functions are:
• Material Updates - The Proposal Coordinator will assist in updating and maintaining electronic versions of resumes, quals and references using MS Word formats and InDesign
• Business Development Database - The Proposal Coordinator will assist in maintaining information in the business Development database. The database includes information on new leads, pending proposals, and project references
• Phones - The Proposal Coordinator will help the front desk occasionally with answering the phones.
Qualifications
Candidates should have a B.A./B.S. in a related field such as journalism, business, planning or marketing. At least one year of directly related experience preparing proposals for an engineering, architectural, or planning firm is necessary. The candidate must be able to demonstrate strong skills in Microsoft Word, PowerPoint and Excel and basic skills in InDesign. Basic HTML skills with Dreamweaver experience, although not required, is a plus. Potential candidates must be able to demonstrate excellent writing skills and will be asked to complete a writing and software skills test.
Salary and Benefits
The Proposal Coordinator is a non-exempt, full -time position. The ideal candidate can expect to work 5 days (40 hours) during a typical work week. The hourly rate of pay for this position ranges from $26.00 to $36.00, depending upon experience and qualifications. Sometimes this position requires overtime. Benefits, subject to standard waiting periods, include fully paid health and dental insurance, a 401K/profit-sharing program and Paid-Time-Off (PTO).

Position Objective
This position is responsible to conduct accurate and effective statistical and quantitative analyses in a time-sensitive manner; act as ER&D's technical liaison with HRIS, IT, HCIC, HRRC and other departments as well as other member agencies; and support all other department functions as needed, including ER&D investigations, various initiatives, outreach and training.
Responsibilities
Develop, execute and analyze the following scheduled reports in a time-sensitive manner: annual Affirmative Action Plan, annual and triennial Title VI service provision equity analysis, annual statistical Sexual Harassment survey to Governor's Office, quarterly MTA Board Diversity Committee analysis, annual MTA Board MNR Committee report, quarterly updates to CLT on Corporate goal attainment and departmental trends, Human Capital Index.
Maintain, monitor and report from Employee Relations and Diversity database to analyze trends and patterns of internal and external complaints by type, department and organizational level. Act as technical liaison with HRIS, IT, HCIC, HRRC and other departments as well as other member agencies by attending meetings, providing reports and other data, as needed. Conduct diversity training classes.
Interact with Training department and analyze data extracted from Training Server database to track employees requiring and receiving mandated and other relevant training programs. Track compliance with state, federal, judicial and corporate training mandates.
Provide additional statistical/compliance consulting support to the Employee Relations and Diversity department as required.
Investigate and resolve allegations of discrimination, violations of Metro-North Railroad and statutory EEO protection including Title VI and VII.
Provide support to ER&D Department for the successful completion of all initiatives and goals as needed.
Ability to determine and recommend most effective methodology, software and other tools to achieve goals and meet timelines.
Required Qualifications

Selection Criteria
To be selected for a position, an applicant must: (1) meet the minimum requirements in the job posting, (2) pass a written examination (if applicable), (3) satisfy a background investigation (which includes credit, if applicable), and (4) pass an oral interview, during which the interviewers will further evaluate the applicant's qualifications for the position. During the 30 month review period, the maximum number of occurrences allowed is 15, and the maximum number of patterns allowed is 8. (An "occurrence" is any absence or consecutive absences of four or more hours, and a "pattern" is an absence preceding or following rest days, holidays, vacation days, etc.) For employees with fewer than 30 months of service, the entire period of their employment is reviewed, and the maximum allowable number of incidents is pro-rated. Absences excused in accordance with Company Operating Procedures are not included for purposes of assessing whether attendance is satisfactory. If occurrences and/or patterns exceed the maximums allowed, the employee's attendance is deemed unsatisfactory, and he or she is disqualified from further consideration, even if he or she has not been previously warned about his/her attendance.
